What the court ruling did was make it so that Internet Service Providers like Comcast or Qwest can now control what you see on the net. If Comcast was to make a deal with Microsoft, they could make it so that every time you try to go to google, you get rerouted to bing.com, microsoft's search engine. The FCC regulations being proposed make it so that companies can not do things like this. They are protecting net neutrality. On a completely separate point you should look up the definitions of socialism and marxism, because they are complete opposites. It is impossible for someone to be both a marxist and socialist, and Obama is neither.
